Krylon is amazing good paint, even when used on vinyl. There is a company who I did some vehicles for about 8 years ago, where we used Krylon spray paint to add fades and accents to a parts of the artwork and I still see those vehicles with the artwork relatively intact. Vehicles get washed, are exposed to road grime, spray, etc... so I think a stationary sign would likely hold up quite well.

Beyond paint, you could also put a matte laminate over other vinyl, or even use some of the translucents that have a more matte finish - you'd just have to put them over a white (or light) background so that a darker back layer doesn't discolor the image.
