    Erik; Isn't the City of San Diego either bankrupt or on the verge of bankruptcy due to unfunded obligations such as pensions, health care, etc? This doesn't surprise me one bit. What did you think would be the result when they hit the financial wall. Unfortunately, they don't realize this doubling of everything such as sign permits only compounds many problems.
