This really sounds stupid to me. I can understand the ruling to some degree. He was previously fined and continued to break the law. If they continued to slap him on the wrist, when some naive driver is distracted and kills himself or someone else.... that would become a $million lawsuit. I would have nailed him with a huge fine instead though.
