Job In St. Louis

I just got word yesterday that my favorite restaurateur will be building next in St. Louis. The job is months down the road, but I like to be prepared. We'll be installing probably upwards of 1000' of neon, all interior. Anybody on this board who does work in the St. Louis area and can maybe answer a few questions for me? Is St. Louis a prevailing wage city? Is a professional license required to do work in St. Louis? Are there any non-NEC local codes concerning neon? Are we going to be picketed? I don't mind being picketed, but it does detemine how I pack my luggage, if you get my drift. And, of course, are the women corn fed?
