Does anyone allow their employees to use their vacation time to fill in the 40 hours. For example if they come up short on hours say 38 do you allow them to have 2 hours of vacation to fill their 40

I dont know how many employees you have, but this becomes a waste of valuable time and costs you money to keep track of it. We started a new policy several years ago and it works out grreat for everyone. You get paid for the hours you work. If you take off more than 3 hrs of the day, then you take the whole day off. Vacation and sick days were also a problem of employees mixing and swapping them. This ended too. We now have "paid days off" Each employee gets a certain amount depending upon length of employment. For example, after 4 years you get 20 days off paid. You can use them for sick days, vacation or sick of working, it is your days. When these days are used up, you're out of paid days off. Period. Of course they get paid holidays too.

This seems to work the best for everyone. These P.D.O.s can not be grouped more than 5 days at a time.

We let out employees do that, whether it be vacaction or personal time - they have accumulated it, they have earned it and as long as they put in for it on their time cards they get paid for it. the only thing we do not do is let them carry over their vacation time to the next year - all time must be used within the year.

We are currently allowing them to use the time anyway they want, but we are getting into unchartered territory with possibly cutting hours back.

last year due to the economy we had to go to a 4 day work week and we were asked not to use time unless it was actually a vacation or personal day until things got better, which they have for now anyway

We let them use it as they wish - I have a simple spread sheet that I use to keep track of it and it's not an issue. We have a week of vacation after the first year of employment, and a week after every 6 months after that. We only have 11 employees. I do payroll weekly (which cut out requests for payroll draws). We do NOT do sick leave, although we encourage the sickies to stay home. They never do, though, and the cold from hell has been going thru our shop.
